英語の音声に関する雑記帳

今日手元に届いた Journal of the International Phonetic Association の最新号でIPAの会務報告を読んでいて気づいたのですが、IPAの英語音声学認定試験（IPA Examination for the Certificate of Proficiency in the Phonetics of English）が廃止になったということです。これは去年の6月に決定されたのですが、僕は去年のICPhSには途中からしか参加できず、IPAの総会に出られなかったこともあり、気がついていませんでした。

IPAの公式サイトには以下の記述で報告されています。

Update July 2023: The International Phonetic Association certificate examination, originally considered a teacher training qualification in the days before phonetics was widely available in university and college courses, ran for 115 years. However, over recent years candidate numbers have dwindled to the point where it is no longer viable and at a meeting of the IPA Executive on 19 June 2023, there was general agreement that the examination should now be discontinued.

Accordingly, the examination has now been formally withdrawn.

オープンアクセスではないのですが、総会の報告には次のように書かれています。

It was noted with regret that, as trailed in the discussion at the 2019 IPA General Meeting, and in consultation with the Council, the examination was terminated by the Executive on 19th June this year. This was the result of declining candidate numbers, falling pass rates, lack of premises, no funds and increasingly fewer examiners.

改廃については前回2019年の総会でも議題に挙がっていました。それ以降、打開策を練ろうとしていたタイミングでコロナ禍に襲われたことが直接的には響いたのでしょう。受験者の減少、合格率の低下、実施場所の確保の問題、資金不足、試験官の人材難が理由として挙げられています。

実際のところ、これらの問題のほとんど全ては、ロンドン大学（UCL）の言語音声学科が2008年に改組により消滅したことに起因していると思います。この課程の修了試験を兼ねていた訳ですから。

恐らくはそれ以前から受験者数の低迷があり、その打開策として Summer Course in English Phonetics に受験コースが設けられました。僕はこのコースを通じて認定証を得た人間です。

ただ、音声学が研究者の身体に根差すものから、機械などを用いた、より客観的な学問へと変化するにつれ、このような技能の認定を受けたいという需要も減少したのでしょう。客観的な学問への変貌は必要なことであり必然でもあるので、このような傾向も必然だったと思います。

いずれにせよ、この認定証を持つ一人として、僕にとってはとても残念なニュースでした。
